Uploading MP4 Videos

I'm trying to upload MP4 videos through the media library, but its interpreting them as mime types application/unknown. I have confirmed that, at least as far as I can tell, the mime types are correctly configured in IIS. I have the proper web.config files in the Media folder to deliver static content. Its Orchard 1.8.1 on IIS 8. Any thoughts on what would be causing this? Seems like its an IIS setting but damned if I can figure what. When I look at the mime types, it shows .mp4 with video/mp4 mime type.

Any help would be appreciated.

Maybe these help:
You might need to remove the mp4 mime mappings first, then add them back (using <remove> then <add> elements).

Up, that worked, had to remove them and re-add them. I have no idea why that should be necessary, but it did work.
