Making a JScript library available across a site

With apologies for the noobness of the question, how (or perhaps more accurately, where) would one place the code to load a JScript library so as to make it available to all content pages within an Orchard site?

Specifically, I am interested in adding holder.js to a site to make it easier to test alignments without having to create or resize images until the layout is complete. Both a local reference to the file as well as a CDN reference may be used, depending upon need and difficulty.

No, actually. I'm hoping for a method which does not break theming by requiring modification of any and all themes. Ideally, there's a way to make it available across all themes. If that means it has to be a module, then I have my candidate for my first module.
