Admin theme + additional functionality

I wrote a theme for the admin that currently overrides the existing Orchard admin theme. I built it as a theme, so all you have to do is enable it from the Themes section (and possibly recycle your app pool): LINK

We're thinking about adding some additional functionality to it that would be more "module" like though.

Can I get an opinion on what the best way to proceed would be? I see 3 possible options.
  1. Build the module type functionality into the theme (probably not the best option)
  2. Build a module and add the theme to it (not sure if this is even possible...would I still be able to enable it from the Themes section?)
  3. Build a separate theme and module and require that both be installed for full functionality (I'd prefer everything in one package, but understand limitations)
Any ideas on what the best approach to this would be? Thanks for the opinions

3., using a recipe, maybe?

What functionality are we talking about specifically?

We're going to create dashboard the "module" like code will be the widgets themselves, as well as a way for the admin to choose widgets to display on the dashboard. At least that's the starting plan.

I've never tried a recipe before...I'll look into that. Thanks!
