Topics: Customizing Orchard

I try to integrate Twitter Bootsrap and ok it works.
Now I follow the documentation to understand how to customize the page render with many itemps like events.

I notice on the file http://docs.orchardproject.net/Documentation/Anatomy-of-a-theme
there is a note indicating "Note To enable files to be served, each of the folders that contains static files such as style sheets, images, or JavaScript code should contain a web.config file that contains the following content:"
I open the file Web.config generated by the command permitting to create a module and I don't find anything related to the code and I don't encountered any issue by begin to use TwitterBootsrap. So is-it still necessary to use?
<?xml version="1.0" encoding="UTF-8"?>
      <!-- iis6 - for any request in this location,
           return via managed static file handler -->
      <add path="*" verb="*" type="System.Web.StaticFileHandler" />
    <handlers accessPolicy="Script,Read">
      <!-- iis7 - for any request to a file exists on disk,
           return it via native http module.
           accessPolicy 'Script' is to allow for a managed 404 page. -->
      <add name="StaticFile" path="*" verb="*" modules="StaticFileModule"
           preCondition="integratedMode" resourceType="File"
           requireAccess="Read" />

Ok, so you're saying that the folders containing styles and scripts do not contain a web.config file that maps * to StaticFileHandler? Not even one of its parent folders? Interesting. If it works as is, then you don't need to change anything, but it is still interesting (and useful) to find out why it works.

Sorry... you right, I have the web.config with the right information in the folder Scripts.
