How to modify the head of a template

I need to make a completely custom template based on a responsive design. Being new to Orchard, I am trying to assess if this CMS is capable of handling designs not created as an Orchard template. Currently, we cannot add an HTML5 reference to the <head> in the Layout.cshtml . Is there a way to have static text in the head? Thanks

With Orchard, you can completely customize all aspects of the entire HTML output.
I'm not sure what you mean with an HTML5 reference, but you can copy Document.cshtml from Orchard.Core/Shapes/Views into your theme and modify it.
When you want to add styles and scripts to the <head> or before the closing </body>, use the Script and Style properties of the views.
