Email messaging doesn't work in Windows Azure

According to this SO thread, the only way to make the email messaging module work, when an Orchard CMS is deployed/installed in Windows Azure is to use/pay another email sending provider.

I tried to test it myself, no errors appear, but no email is received (Rules), but it works on my development machine.

So how does WordPress, also deployed in Azure (from gallery), able to send emails?

Perhaps check your error logs to be sure that there's no error (I'm assuming there will be).

Unfortunately I don't know the answer how WordPress does it. I assume the admin would have to configure a 3rd party SMTP provider as well.

Yes, the error log says that some timeout occurred.

2013-01-16 04:41:41,002 [37] Orchard.Email.Services.EmailMessagingChannel - An unexpected error while sending a message to ActionEmailSystem.Net.Mail.SmtpException: The operation has timed out.   at System.Net.Mail.SmtpClient.Send(MailMessage message)   at Orchard.Email.Services.EmailMessagingChannel.SendMessage(MessageContext context)

I guess I would have to check the source code of this php script

Actually, it's working now, by setting the port number of 25.

The troubleshooting steps are outlined here:
