Controlling Pager Placement with Placement.info

Is it possible to control Pager placement using the Placement.info file? If not, should it be?

It is simple to override the Parts.Container.Contained.cshtml view and position a Pager above or below a List, or in both locations, but this placement is restricted to the container and its placement. Is there a simple way to place a Pager in a different Zone from a List?

Well, placement only works for local zones anyways, no matter what shape you place.
