Let's check the easy ones first: do you have a web.config allowing it in that folder?

yeah I do, do I need to put something in my module web.config file?

Compare with the config from other modules (root and local)

It looks to be a

HTTP Error 500.19 - Internal Server Error

The requested page cannot be accessed because the related configuration data for the page is invalid.

Not sure why!!!

There is a duplicate 'uri' section defined

Any ideas?

Take a web.config file from any existing folder which has css/images in it, and copy it to your own folder.
