0.9.253 - "Command codegen doesn't exist"?

I'm trying Orchard out for a simple blog. Using 0.9.253 in IIS locally on Win7. I'm trying to create a new theme as described here: http://www.orchardproject.net/docs/Customizing-the-default-theme.ashx

When I run:

codegen theme MyTheme /BasedOn:TheThemeMachine

from the Orchard command-line utility I get a message that says:

Error executing command "codegen theme MyTheme"

When I run:

help codegen

I get a message that says:

Command codegen doesn't exist

Any clues as to what's wrong here? I've enabled packaging in the "Manage Features" area of the dashboard.

Hello, you need to first enable codegen feature.
Run: feature enable Orchard.CodeGeneration

You also need to install it from the gallery.
