Orchard Not Finding Theme Changes on Published Site

I am on Orchard 1.7.1 and utilized the "Publish" option to deploy my website (though the issue may occur without it). Either way, when I am on my published website Orchard does not to recognize when a new theme is added or a theme change has taken place (e.g. in theme.txt).

I have turned off all cache modules to ensure it is not related to cache. I have had some other oddities where a shape override from a Base Theme is not always picked up. Seems like somewhere Orchard / IIS is keeping a record of this information and not sensing new content.

Somehow the Modules can handle the changes when a new module / version is introduced. Can we make themes respond the same way? Right now I have to reset the web server which is not ideal in a multi-tenant setup.

Using visual studio I assume ? 1.7.1 ?

I tried this out on localhost just to confirm it was not tied to my server. The same effect happened on localhost. I used a Published website (to a local folder) then used my packaged themes via Install a theme from your computer and the themes were not found until I restarted IIS Express. I do not recall having this problem when using the Build process and then deploying the files so it seems to be related to the Publish process somehow.

For what it is worth, I am having to restart the server for modules installed from my computer (so it seems to not just be a theme issue).
