Orchard as a Portal Starter Kit

I am considering to use Orchard as a core framework for a Intranet portal used by various users.

Basically, what we need is a secure portal that allows User login. Users would have different access levels and permissions to different Areas/pages within the portal according to their Role.

Each "Area" would be a separately compiled Class Library (Modules) that can be installed via an Administration Portal. Once installed, Administrators can define the navigation menu / structure so users can access it. Administrators would also be able to configure access control to Areas and pages.

Based on the above requirements, would you recommend using Orchard? And any examples or tutorial we can follow to set this up?

Yes, Orchard provides these features. Basically every Orchard development tutorial will touch parts of what you need but take a look at Sipke's excellent tutorial or the Dojo Course.
