"Access Denied" for Admin

I am migrating from 1.6 to 1.8.
The home page (http://localhost:8081/Orchard) does not display log-in, Dashboard.
When I go to page "http://localhost:8081/Orchard/Admin", it prompts for User Name/Password. After I enter the correct admin user name and password, I get the following:
Access Denied
You do not have permission to complete your request.

This instance of Orchard is linked to a working SQL Server. The current instance is still working flawlessly on a different machine also linked to the same SQL server. Logs do not show anything.
I am wondering if any one could provide a tip on where I should look into it.

Please read the release notes. You need to assign the Administrator role to your super user account i.e. admin user
And you will have to make similar changes in this table also Orchard_Framework_ContentItemRecord

Thanks a lot! It has worked.
Fortunately, the old instance is still working, so I went to the dashboard via it to edit user Admin.
