Orchard site doesn't format correctly on test server in IE

I have created a site to show off Orchard to my company. If I show it locally it looks good in all browsers. When I move it to a test server, it looks good in Chrome and Firefox, but is poorly formatted in IE(9). I have tried turning off any modules that might affect the source code but to no avail.
IIS is running Windows 2008 R2 IIS Version 7.5.7600.

The themes I have tried customizing are
The Theme Machine Responsive
By jowall, mibach, loudej, heskew, rbenton
Version: 1.6 and

TheFoundationTheme by Ritik Khatwani.

The Theme Machine Responsive without customization works in IE but is not responsive.

Strangely, if I remote into the test server and browse the site from IIS in IE, it looks fine. It is just the remote browsing where it breaks.

By any chance, has anyone run into this issue, or does anyone have any ideas about solving it?

Thanks, that set me on the right path. I added this to the root level web.config and all was fixed.
