In my views, I would like to add intellisense for @T. I referenced Orchard.Mvc but still not being able to see @T in the intellisense.

Any idea? Thanks

Hmm, that should work however. Did you install ASP.NET and Web Tools for VS 2013? http://www.asp.net/visual-studio/overview/2013/release-notes

Aren't those part of VS 2013?

Now that you say it I'm not sure. BTW what happens if you try the latest 1.x source? Do you have IntelliSense in Razor views then? But anyway I think VS 2013 shouldn't have any issues with 1.7.2 OOTB.

Actually when I am writing code inside
@ {
   // ...
}
I get intellisense.

However, when I am inside normal HTML, I don't get intellisense for @T

So inside a code block you also get IntelliSense for T() and stuff like WorkContext too? That's weird, I don't have any idea then.

Yes indeed. Inside code blocks, I do. Outside, I don't! Even for example, @HTML or @Url or @Content I don't get intellisense for them outside code blocks.

I don't know how to solve this, sorry. But probably this is not something Orchard-specific but rather a general Razor issue, try to research as such.
