"Welcome to Orchard" screen displayed without style sheet

Upon installing Orchard 1.7.1 on IIS 7.5, the "Welcome to Orchard" screen is displayed without a style sheet. I see plain black Times Roman text on a white background. I've tried installing from Web PI and from Zip File multiple times.

When I try to request the style sheet directly from http://localhost/orchardpath/Themes/SafeMode/styles/site.css, I get a blank page (no error) which seems to be a symptom.

So this might be an IIS issue. I'm not sure. What can I try to diagnose the problem?

Once I complete the setup screen, the Welcom screen is displayed without a style sheet also.

Seems like your IIS is missing the static content module.

Thanks for the suggestion!

I reviewed all suggestions in which guide you through installing the StaticFileModule and the StaticFileHandler and they were already in place. Maybe there is some other test I can run or something else to check?

Static Content Role was already installed along with all other "Common HTTP Features".

All other causes I can think of would result in a 404, not an empty page.

Have you given IUSR Read & Execute permissions?

@TroyTempest -> I gave IUSR Read & Execute + List on the Site Directory c:\users\public\OrchardSite and it worked!

I realize this question is outside the scope of Orchard, but maybe can you tell me (1) why this didn't happen automatically and (2) what do web admins do to make this happen automatically? As I mentioned before, the Physical Path for the site is c:\users\public\OrchardSite. Do web admins typically create some directory c:\users\public\AllMySites, then add IUSR permission, then put all of the Site Directories in there?

Google says that IUSR is a legacy account and the recommended approach is to set IIS/Your Site/Authentication/Anonymous Authentication to the Application Pool Identity.

Installing IIS/ASP.NET gives permissions to IIS_IUSR on c/inetpub/wwwroot so that's, I guess how it works "automatically". Try it.
