Add custom CSS to OForms contact Form?

How is the custom CSS styling handled when adding a OForms contact page. I already have made out the CSS look I want, but I did not see a place to add it.

One way is to include that CSS from your Layout template.
Alternatively, override the applicable view from OForms by copying that file to the Views folder of your theme and include your stylesheet from there (using Style.Include).

sfmskywalker my form tag has it's own alignment class and wrapping <div> tags. How are they added? The <form> tag in OForms is excluded when creating a new form.

The <form> tags are rendered using the Parts.OForm.Display view (in oforms/views).
You can override that view in your theme and include any attribute you want from there.
