Nav Menu is rendering under content

I am using orchard 1.6. I have created a drop down menu and I have alter the my themes placement node to ensure that the menu renders on top of all the web site content, but it does seem to work. I have read over the help documentation on the file, but I still can't seem to get it work. I just wonder if some has some advise on this matter.

Looks like a CSS issue with your theme, and has nothing to do with
If you're working with absolutely positioned elements, make sure that the z-index of the menu is greater than that of your content.

I did play with z-index in my css which didn't seem to make a difference, but I will re-examine this as I am still getting my head around Orchard. Also, this reply is helping me narrow my line of investigation. Thank you again
