How to Create Workflow Event without Content Item?

So I'm trying to trigger some Workflows from an Event I'm creating for my Transactions Module. I want to create an Event which triggers when an Order is created.

I've been able to trigger the custom Event without any hassle, and using the VS debugger I arrive in the TriggerEvent() method in the Workflows module.

However, this is where it crashes for me. I know why it's crashing: because I'm not passing an IContent target to the method. So when method checks to see if there are any awaiting activities, it fails with an NRE (on Line 65 of WorkflowManager.cs).

The thing is, I don't have an IContent object to pass onto the trigger. I have an OrderRecord, which I'm passing through on the tokensContext.

Is there any way around this? Or should I submit a bug report?
