Issues with "missing web components" current orchard.

I've decided to try out orchard for building a small site complete with a custom theme etc
However when I try to open Orchard.sln I get the following message as a popup

"the web project 'orchard.users ' requires missing componenets to run with visual studio. would you like to download and install them using weplatform installer now ?

ASP.NET Web pages with Razor syntax 1.0"
-> yes -> No

I have mvc 4 installed with razor 2 afaik.
if I select yes and try to install mv3 and razor 1 it will simply fail and roll back.
if I select no I end up getting the same message for about half a dozen other "" popups reading the same thing.

I've used code generation to create a new theme and wish to add a layout view etc
Now I want/need to use cshtml and if I just "no" through all of them it seems to remove these razor options from my "add -> new item" options.

any help would be appreciated

That is very odd. As a workaround, if you are just doing a custom theme, you don't need the full source code and could run with the already compiled distribution. This can still be open in VS as a web site, without compilation.

you can uninstall Nuget app in the control panel ,try it up!
