Layer rules

Is it possible to display layers based on menu level?  For example, I'd like to display the "homepage" content layer items on homepage alone, the "top-level" content layer items top-level menu items, and then the "2nd-level" content layer items for the 2nd level menu items. 

From the reading I've done though it looks like you have to add specific URLs to the rules to make the page  show or hide layers - is that correct?

If so, is there any way to select a template when creating a new page?

You can extend layer logic with whatever you want. Look at existing layer rules to see how it's done. But out of the box, you can make layer rules that target a part of the site, like this: url("~/foo*") will be applied on everything that has a URL that starts with /foo.
