Dependencies folder in App_Data

I ran into a few problems when upgrading a site to 1.4  (Web version).

After making a backup, deleting the bin folder contents, copying the 1.4 version and then starting the site I got various exceptions/compilation problems. This is one for instance:

'Orchard.Widgets.Models.WidgetPart' does not contain a definition for 'RenderTitle' and no extension method 'RenderTitle' accepting a first argument of type 'Orchard.Widgets.Models.WidgetPart' could be found (are you missing a using directive or an assembly reference?)

The property 'RenderTitle' does exist in 1.4.
I found a previous Orchard.Widgets.dll version in the dependencies folder. After deleting the folder and restarting the site the problem was gone. The Dependencies folder was build up again.

So I think it's a step that has to be executed always (for safetyness?) on upgrading a site, since we're also deleting the bin contents.

Should I A) file this as a bug (so that the problem can be handled from code) or B) should it be documented as an extra manual step?
