Can Orchard CMS be used to develop Knowledge Base?

Hello!  I'm not a hard core programmer, but I did manage to use Visual Studio 2010 / VB / .net4 to create a small company site for my engineering firm.

Recently, a client (GM) requested I add a knowledge base, or sort of a Lessons Learned section, where they can post a question and we can answer.

In other words, Q:  Can I use multiple vision cameras for a single bead detection operation?  

                       A:  Yes, you may, as long as you're using the Bead Tracker in conjunction with PPT cameras


So this is what I need to do.  Others have suggested some Wiki things, but I'm not familiar.  I just want the most user-friendly and professional system as I can find, since I cannot afford to hire a programmer.  

IF you recommend downloading Orchard CMS, I'd appreciate any guidance you could possibly offer!   Thanks!

That should be fairly easy to build with Orchard.

Not exactly that, but Associativy is something about knowledge bases and Orchard.
