Putting buttons on the admin area / dashboard

Is it somehow possible to put a 'button' on the top right of the 'General settings' from a 'settings' part?

I'm working on a 'maintenance mode' module, and my current approach is a checkbox to go in (checked) or out (unchecked) of maintenance mode, but I think it would be nicer to add it as a button at top-right to toggle the maintenance mode status.

Extended question: Another idea, would it be possible to add such a 'toggle maintenance mode' button on every admin page? Like in the top left, or under 'Dashboard'

Extended question 2: Or, is it possible to put such a button on the 'Dashboard' page? Or more in general : can we put stuff on the 'Dashboard' without modifying the core?

What is this button doing?

The admin is a little more rigid than the front-end. I would recommend adding a part to Site and manage it from there. http://docs.orchardproject.net/Documentation/Adding-custom-settings
