It means that your SQL server is not responding in time to your web server's queries. This can have many different causes, and you need to investigate to know which one. It could be a particular query taking too long, or the SQL server being unavailable from where the web server is sitting, or performing poorly, or who knows what else?

I understand what 25% means, thanks. There are all kinds of processors out there. 25% of a 1MHz 6502 is not the same thing as 25% of a Core i7.
