Can't Configure STMP Settings

I have a site which alwas shows a yello-highlighted message "The SMTP settings needs to be configured."  I went to make the SMTP configuration, and hit "save."  Suddenly a red-highlighted message bar appeared, but it had no text in it.  I used my browser's "developer tools" to view the HTML source, and verified that the "validation-summary-errors" is just an empty block of HTML. When I go to any other part of the dashboard, the yellow-message returns "The SMTP settings needs to be configured."

In short, Orchard is not allowing me to set my SMTP settings - and it is unable to print out a text message of the error it has encountered.  I can set these STMP settings and a couple other Orchard sites I have, but not this one.

Is this a known problem?  For the short-term, can I hack the database to force Orchard to know what my SMTP settings are?  How do I do that?
