I just did a clean install of Orchard into a load balanced environment (2 - 2008R2+IIS7.5 servers, 1 - SQL 2008 server).  All files reside on a shared network folder and I configured the machine key as the docs indicate.

However...when browsing to my site (unauthenticated) all the pages are ugly (not themed) and I get the following js error:

Message: Syntax errorLine: 1Char: 1Code: 0URI: http://localhost/Core/Shapes/scripts/html5.js

If I try and navigate to the /core/shapes/scripts/html5.js file I get an access denied error and am redirected to the login page.  If I am logged in things look fine both in the admin pages as well as the regular pages.

Well, it seems like permissions are not set-up right.
