About the Tokens Module

I've tried to understand what functionality the Tokens module provides, but haven't been able to use it nor fully understand the idea behind it.

Could you give me some pointers ?

I was looking for a module that would allow one to specify a key / value dictionary in the admin dashboard (for instance, 'public_annoucement', 'Lorem Ipsum ...') and then, using a token inside a content (HTML Widget or other), just write {public_announcement} and it would replace it with the content.

Also, as the value changes, it should reflect on every page using this token. 

Does this make any sense ? Is this module doing anything like this ?

Thanks I'll look into that, but it seems like exactly what I'm looking for. 

I'm quite new to Orchard, so I'll probably be back with some questions ...
