Hello. Could you please give a links to examples or advice? I need create list of settings. How can I do that? I need something like that, like we do it into configuration files

You could start by looking at a few modules that expose settings. Combine that with the doc topic on 1-n and n-n relationships and you should be good to go. Vandelay.ThemePicker is an example of a module that has multiple settings like this.
