Paul King of Microsoft just blogged about bypassing the CRL Check on CLR Startup : http://blogs.msdn.com/b/paulking/archive/2011/04/29/bypassing-the-crl-check-on-clr-startup.aspx

using the following:

<configuration>
    <runtime>
        <generatePublisherEvidence enabled="false"/>
    </runtime>
</configuration>

Would this improve the startup time for Orchard from a cold start?

Nope, but thanks for the pointer.
