Is it possible change passwords for all users of a particular role?

No; not recommended anyway because they'd then know each others' passwords!

It's right, but if I use orchard like a blog site into a intranet...only to know who comment a post.

Why would you have to change passwords to know who commented a post?

I need a way to specify/change a unique password every month/week for all the users in a specified role, because the admin needs a simple way to communicate the password to all users. In this case security is not a concern. Users cannot change the password. It's an intranet (limited access) site with this kind of "strange" policy.

You'd just have to write your own module to do this, all the methods and services are there to access users, change passwords and sent emails; you just have to do it yourself in code for something as non-standard as this.

As a command it would be ideal, as you can even call it from the admin using the experimental module. Or locally using the console.
