What's the best approach for the localization of new 1.1 Orchard.

We already have localized older files, but since there are new localization strings, and differences.

How can we merge these files? Is there any tool, or I must do it manually?

Please refer to this topic: http://orchardproject.net/docs/Creating-global-ready-applications.ashx

We have a new online tool, for which instructions can be found in the above topic.

Along with the previous reply pointing to the localization topic, just to expand on one point:   note that when you download the localization files as indicated in the topic, be careful to simply extract the contents of the downloaded .zip file directly to the root folder of your Orchard site.  Windows will prompt and ask whether you want to "merge" the various folders/files in the .zip directly into your Orchard site structure (into folders that have the same names).  When you accept this option and proceed as described in the topic, it'll update your site structure with all the localized files you need and drop them in the right places, so you won't need a special tool and won't need to manually move any files around.

There is also a localization helper module on the gallery that adds a command to extract a translation only to those modules that you actually have in your site. http://orchardproject.net/gallery/List/Modules/Orchard.Module.Vandelay.TranslationManager
